Head of Commercial – Western & Wales / Associate Director at Egis Transportation – 2023/24

I have been tasked with targeted growth and recruitment for my region, which includes successful tenders for Transport for Wales and other infrastructure sectors. I have grown the W&W commercial team to 5 and recruited a further 5 in other regions (with remit to grow further). I successfully place QS’ with targeted clients and create new pipelines of work whilst working on client commissions.

Lead Quantity Surveyor, Client: National Grid

Value: £1bn million, Dates: 2023 – Present

Ross has an integral role in providing the commercial management and contract support for National Grid on the power connection of Hinkley Point C. This comprises 46 km of 400kv pylons under a NEC3 contract and I am the responsible lead for Nuclear New infrastructure works in the south west region.

Commercial Lead, Client: West Midlands Rail Executive / West Midlands Combined Authority

Value: £200 million, Dates: 2020 – 2022

Ross provided commercial management and contract support for the new stations rail programme, which is a part of the West Midlands Combined Authority / Rail Executive. he has led commercially on procurement strategies, contract support, tendering and post contract delivery for several NEC4 contracts (Options A, B and C). Projects include: University Birmingham station c£60m NEC4 Option A, Package 1 (Willenhall & Darlaston) NEC4 Option C, Relocation of Badgers Setts NEC4 Option C c£500k, Package 2 (Kings Heath, Hazelwell & Moseley) c£60m and mine remediation works NEC4 Option B c£500k. Furthermore, Ross delivers on other aspects of the programme, which include assessing award recommendations, preparing a monthly commercial report for the client and general NEC4, tendering and procurement strategy tasks and advice. Ross successfully created commercial infrastructure presence in the region by growing a team of 5 that were utilised.

North West & Central, Capital Delivery (Senior Commercial Manager), Client: Network Rail

Value: Several billion, Date: 2018-2020

Ross managed the allocation of projects to the commercial team under the Programme Commercial Managers (PCM) portfolio and assisted with the management of commercial resources and developed the team. Ross supported the delivery of projects at various stages of design development and construction (GRIP) and throughout the lifecycle of projects. Ross led the development of procurement strategies, tenders, contract awards, contract delivery and provided support and assurance to the Programme Management Team whilst adhering and advising on contract and procurement governance. Activities Ross was heavily involved in but not limited to; price and review estimates / proposals prior to issue to third parties, procurement and development strategy meetings, portfolio of Asset Protection Schemes for third-party developers, Midlands Rail Hub AFC £2bn and Brent Cross Railway Sidings £160m, Implementation Agreement with London Borough Barnett, Contractor Amey Rail ICC NR12 Panel Framework Contract (Target Cost). Regional Commercial Business Lead (Regional Commercial Manager), Client: Various

Value: £100k - £20 million, Dates: 2015 – 2018

Ross was the responsible lead for commercial services, East Region Hard Services. Hard Services included asbestos surveying, removals, industrial cladding, scaffolding, winterization services, rope access and industrial cleaning. Tasks included pricing work and assisting with business development. Ross undertook extensive contract reviews of various contract forms such as JCT, IChemE, NEC3, FIDIC ICE, ICC and bespoke contracts before governance approval to sign. Furthermore Ross led a team where tasks included the update of cost value reconciliations, matching and resolving purchase orders, internal reporting for attending Monthly Budget Reviews with the Managing Director and client reporting. Role included lots of client liaison and building on existing works in utility, process and pharmaceutical industries. Clients included Sembcorp Utilities, Sabic, Astra Zeneca, Molson Coors & UK Power Networks.

Project Quantity Surveyor Consultant (Sub-contract Manager & Commercial Manager), Client: NUVIA (Sellafield)

Value: £20 million, Dates 2014 -2015

Commercial Consultant providing support on nuclear projects for NEC3 ECC Options A, C and E contracts. Projects include:-

  • B277 Ventilation Extract Replacement System c£5m

  • B204 Head End Stack Removal c£15m, 

  • B29 Oil Drum Fill c£4.5m

  • Bottle Vent Fuel Studies c£50k

Duties included: Management of subcontract packages such as bespoke machinery, Civil engineering and design consultants. Assessment of subcontract change, early warnings / risk registers and assessment of applications of payments. Client reporting, raising, and escalating of relevant change for negotiation during progress reporting and client meetings.

Quantity Surveyor, Client: (Rhead Group) National Grid & Sellafield (Ansaldo NES)

Dates: 2013 – 2014, Value: £250 million

Ross was employed as a Quantity Surveyor to support National Grid with an insolvency of a main contractor Land & Marine Engineering on a National Grid Emission Reduction Project circa £120m, works comprised of cabling, pipe work and variable speed drive compressors for UK gas mainline. Tasks included but not limited to:

Engaging with insolvent contractors supply chain to negotiate contracts directly with National Grid and Rhead Group to maintain performance of the works and then mobilised to St Fergus (Peterhead, Aberdeenshire) to manage National Grid contracts on their behalf. Furthermore, Ross supported an adjudication for Calvert & Russell (part of Rhead Group) / Pinset Masons with an adjudication between a main contractor and subcontractor for groundworks and utilities and supported a commission with a nuclear contractor called Ansaldo NES for the build of MSSS SEP. Ansaldo NES commissions dealt with a large amount of change on several ECC Contracts NEC3 Option C and E (Projects: B38 and SEP Machines with several packages ranging from £10m £250m).
