Paul has over 40 years’ experience working for both consultancies and public sector organisations as both as a manager and an engineer. He has been involved in high profile schemes and has always gained the trust of his client.

His expertise lies in his in-depth knowledge of the Flood Risk Sector, its key stakeholders and regulatory framework and is supplemented by a thorough understanding of the engineering aspects of project delivery.

Saltfleet to Gibraltar Point Long Term Coastal Strategy  2013 – ongoing - Environment Agency

Providing Technical Support on secondment to EA for the Lincolnshire East Coast 100 year strategy to agree with partners a new multi benefit approach to the flood risk management options and recommend an approach that is sustainable and affordable within the partnership funding policy. , Paul has focussed on developing a strategy that maximises return on phased, affordable investment and be an integral part of the long term plans for this coastline With benefits of £4billion and, with the current approach, whole life costs of £800m the strategy is now approved and  current work is focussed on developing the Business Case to deliver the strategy with a focus on the new Partnership Funding Policy, Benefits Realisation and outcome apportionment through the various sources of risk  

Lincolnshire Beach Nourishment  2013 – ongoing  Environment Agency

Initially EA Project Manager and now providing support for the delivery of the annual campaigns to sustain the protection of the Sea Wall which protects over 20,000 properties and associated infrastructure at a typical current cost of £6.5m/year. The beach campaigns are fast track, 24/7 concentrated programmes comprising specialist offshore dredging and placement within major constraints for tourism beach use. Particular efforts on public relations have resulted in a Considerate Constructors Scheme Silver Award. A major challenge has been to maintain delivery to time and budget whilst moving from the previous contract arrangements to new supplier arrangements within WEM for the 2015 campaign. Safety is Paramount is a major consideration for this project throughout the planning and execution of the works and Paul has led workshops to promote and maintain this standard. Paul has also led  Lessons Learnt workshops following the recent campaigns enabling current and future efficiencies to be realised.

Surge Recovery Works 2014-2015 Environment Agency

As EA project manager Paul co-ordinated recovery works between Skegness and Mablethorpe and worked with East Lindsey District Council to build a new sea wall to replace the length damaged by the North Sea surge in December 2013. Paul managed the process and project team from initial investigation to substantial completion incorporating additional improvements through funding agreements with ELDC. The site is one of the busiest UK tourist destinations and required extensive arrangements for public health and safety arrangements and commercial impacts. Overall cost of recovery works £4.1m.

Project Appraisal Report Package  Environment Agency 2014 -15

EA Project Executive / Project Director for the delivery of a package of 10 business cases for fluvial flood alleviation schemes across Lincolnshire, Northamptonshire, Essex and Suffolk. Most of the subject areas were re-examined through the partnership funding policy following previous unsuccessful historical attempts to justify funding. To date this has required extensive working with EA area officers, Local Authorities, developers, landowners and general public to develop new strategies and solutions that will maximise benefits by using both catchment wide and site specific solutions. Particular aims are to identify low cost, effective solutions that also deliver WFD benefits and an integrated approach with the Lead Local Flood Authorities to lever contributions and inform future development. Efficiencies are being realised through this Lot 3 packaging approach whilst using Lot 1 suppliers to improve the sensitivity of flood modelling and the impact of potential solutions.

Partnerships and Strategic Overview Advisor 2012-2013 Environment Agency 

Paul took up an assignment at Kettering with one of the new local teams set up by the EA to provide assistance to the Development Control function. This included preparing evidence and representing the EA at public enquiries for growth areas. Paul’s role included setting out measures and opportunities to meet requirements whilst providing additional environmental and flood risk improvements through collaborative agreements with developers and new Local Enterprise Partnerships.

Sustainable Development Project manager  2006-2012 Environment Agency

This was a new role created to work with the Governments growth area Local Delivery Companies, West Northants Development Corporation, North Northants Development Company and Opportunity Peterborough.

Paul worked with Anglian Water to develop Water Cycle Strategies for major development areas to set out the requirements for water supply, sewerage, sewage disposal and flood risk management as a long term sustainable strategy. This resulted in a nationally recognised approach to ensure that the impact on the environment was managed whist meeting new public demand in fast growing areas.   

Development Control Team Leader 2000- 2006 Environment Agency Anglian Northern

Following the extreme floods of 1998 Paul was appointed through Halcrow consultants by the EA to undertake a Strategic Review of Flood Risk and develop a specification for flood risk assessment for planning applications. He was then appointed to join the EA and implement the new process in Northamtonshire and Peterborough and Lincolnshire concurrent with their new major growth plans. The major challenge for this role was to adopt a balanced “yes, if” approach and agree requirements with developers and local authorities to ensure flood risk was managed and where possible reduced. During this period Paul negotiated numerous agreements for strategic solutions and site specific SuDS measures often incorporating environmental gains.
