Mark has over 25 years’ experience delivering schemes in the Water and Environment Sector in the UK. His technical expertise lies in the development of innovative solutions for the implementation of Flood Alleviation schemes. He has an in-depth knowledge of the Treasury 5-Case Business Model and the funding mechanisms that allow a scheme to progress to its implementation stage.

Mark has a strong track record of managing successful businesses throughout his career – this is thanks to his ability to pro-actively and positively engage with various stakeholder and build consensus around shared goals.

National Designated Appraisal/Feasibility Study Reviewer, UK 2006 - 2015 (Environment Agency and Other Clients)

Due to complaints on a number of projects about the quality of deliverables on Pre Feasibility, Feasibility Studies, Viability Studies and Project Appraisals. These studies/projects aim to quantify what the extent of the flood risk is, how many properties, businesses etc. are affected by the potential flooding and the likelihood of occurrence and the options available to mitigate/solve these issues. They consider the cost of the options weighed against the cost of damage caused by potential flooding. This can be done either as a very simple cost appraisal or by a full blown economic analysis that adheres strictly to Government Guidance.  Mark took the role of National Reviewer for all the reports produced within Rivers and Coastal. This ensured a right first time approach for our Clients and dramatically improved the quality and consistency of our deliverables

St Neots Lock Gate Replacement, Construction Stage 2012 – 2013 (Environment Agency) - Project Director

During the construction stage for the replacement of a 4m wide vertical lift lock gate on the River Great Ouse at St Neots. 

Cut Off Channel Track Bridges 2012 – 2013 (Environment Agency)

Project Director and Senior Supplier Responsible for the overall resourcing of the project and its commercial and technical delivery.  Atkins will produce a streamline simple change project (stand alone) PAR recommending based on legal obligation refurbishment of 8 No. Bridges rather than replacement generating significant cost savings for the client.

Fiskerton And Duddington Sluices 2011 - 2013 (Environment Agency) - Project Director MEICA Package

Responsible for the resourcing of the package and its overall commercial and technical delivery. An experienced Atkins Team is delivering a detailed design for the Fiskerton Sluice Refurbishment Project to

meet tight programme deadlines.  Also to develop a ‘streamlined’ simple change project (stand-alone) PAR recommending options for Duddington Sluice.

Wisbech Flood Defence Scheme, Detailed Design 2008 - 2010 (Environment Agency) - Project Director

Responsible for the Detailed Design of this £15M scheme which included the inspection and subsequent refurbishment/replacement of 8km of flood defence in Wisbech.  This included the installation of 2km of new sheet piled walls, 2km of brick clad sheet piled walls, 1km of new king piled sheet piled walls, the refurbishment of 2km of existing sheet piled walls and the refurbishment of a further 1km of existing brick clad concrete walls. 20 No. flood gates were refurbished in-situ which reduced the risk of flooding, but required extensive consultation with the port of Wisbech. Achieved Maximum gain share in excess of £100k on this project.

Ashop And Noe Diversion Weirs 2011 - 2012(Severn Trent Water) - Project Director and Reviewer

Responsible for a multi-discipline team responsible for the delivery of the feasibility study and business case. At both the Ashop and Noe Diversion Weirs there has been a significant build up of silt and debris in the channel upstream of the weirs that is reducing the effectiveness of the diversions and potentially affecting the compensation flows. Directed the study to investigate options to improve the functionality of the existing structures and evaluate the health and safety issues associated with the sites where the river bank has started to erode. Advised the client of the consents required to undertake the works and ensured her team delivered a sustainable “whole life” solution, focussing on material management whilst embedding the requirements of the WFD into the design.

Bevill's Leam Sub-catchment Study, UK 2011-2013 (Middle Level Commissioners) - Project Director and Reviewer

Study to look into the feasibility of attenuating flows within the Bevill's Leam sub-catchment, and whether additional storage can be created to attenuate flows from the Bury Brook catchment in addition to the Bevill's Leam catchment.  The aim being to determine whether it is more cost effective to store water from both the Bevill's Leam and Bury Brook sub-catchments than to raise bank levels in the upper reaches of the Middle Level System.

Bury Brook Attenuation 2010 – 2012 (Middle Level Commissioners) - Project Director and Reviewer

A multi-disciplinary project team working on investigations and outline design of engineering options for attenuation of flood flows along the Bury Brook.  Appraisal of engineering options under environmental, technical and economic analysis in accordance with FCDPAG guidelines, EA PAR guidelines and Atkins CDM designer procedures.

Duddington Sluice 2010 – 2011 (Environment Agency) - Project Director and Reviewer

Replacement of the sluice gate at Duddington Mill with a fixed crest weir and fish pass. The project included the detailed project appraisal of options to replace the existing automated penstock gate with a fixed weir for reduction in operation and maintenance liabilities. The outline design of the replacement weir included the design of a rock ramp fish ladder to bypass the obstruction in the river to fish movement.  Production of the Business Case in accordance with the FCRM appraisal guidelines for the preferred option including consultation with key project stakeholders.

Floating Mooring/landing Stage Replacement 2008 to 2012 (Environment Agency) - Project Director

A multi-disciplinary project team working on detailed design of new or replacement floating and fixed level landing stages at 6 locations on the River Gt Ouse and at Water Newton on the River Nene.  Previous stage of project included preparation of the agency business case, including appraisal of options under environmental, technical and economic analysis in accordance with EA navigation assessment guidelines.

Godmanchester Lock Mitre Doors And Mooring 2010 – 2011 (Environment Agency) - Project Director

Responsible for the delivery of a business case looking at options to repair / replace the existing mitre doors and mooring at Godmanchester Lock

Gt Ouse Guillotine Gates Safe Operation Works 2011 – 2012 (Environment Agency) - Project Director

A multi-disciplinary project team delivering improvements to the guillotine lock gates at 7 locations on the River Gt Ouse and River Cam.  Supervision and contract administration of contractor replacing the Guillotine gates drive shafts and lifting gear, development of detailed designs for the improvement of the existing high level access platforms.
