Marco has over 20 years’ experience running businesses in the Water and Environment Sector in the UK. His technical expertise lies in Civil Engineering, with particular emphasis on the design and buildability aspects of it. Over the years Marco has gained considerable experience managing large schemes and packages as well as administering ECC NEC contracts.

Catchment Engineer and Commercial Advisor (Client: Environment Agency HNL Team; 2020-)

I am currently providing specialist advisory services to the Environment Agency’s Asset Performance Team in the South East Region. As part of my role I have developed a number of initiatives aimed at optimising the Asset Management processes with very positive results in terms of KPIs. I have also been providing both senior technical and commercial advice for the delivery of civil engineering schemes – in particular I have been able to identify streamlined paths to delivery by combining my in-depth knowledge of funding and procurement processes, engineering knowledge and contract management skills.

Eel Screen Installation Programme (Client: Southern Water; Fees: £25m; 2019-2021)

I provided specialist advisory services to Southern Water for the delivery of a large package of Eel Screen installations to achieve compliance with the Eel Regs. 2009. As part of my role I have been developing innovative solutions, meeting the requirements of the Regulator while ensuring a streamlined and cost-effective delivery and optimised site operations. Additionally I have been developing a strong relationship with the Regulator which helped communication and collaboration.

HS2 Ph2b Hybrid Bill (Client: HS2; Fees: £25m; 2015-2018) – Project Director

I was the Project Director within the Capita-Ineco JV for the delivery of the Environmental Statement in support of the Hybrid Bill for Phase 2b. As part of my role I led the strategic approach to the delivery, designed and mobilised a bespoke Integrated Delivery Team which could easily adapt to the significant swings in resource requirements to meet client’s expectations. Thanks to my engineering background I was able to forge a strong integration between the Engineering and Environmental delivery thus minimising risks of inconsistencies and abortive work. The delivery of our products was to the highest standard and on programme, thanks to the robust planning of the QA phase I enforced at Project Planning stage. The numerous on-site activities we also successfully delivered with H&S accidents and Near Misses significantly reduced thanks to the consistent and thorough induction and training processes I was able to implement from the outset.

Anglian Eel Passes Assessment (Client: Environment Agency; Fees; £600k; 2014-16) – Project Director.

I was the PD for the delivery of the assessment of over 100 assets with regards to the needs to install eel passes in order to comply with the fish and eel passes regulations. The assets were located in Anglian Region and were owned by both the Environment Agency and local IDBs. The project was instrumental to embrace a new, innovative approach to undertaking a cost benefit analysis so to be able to make an informed decision about the most sensible way forward. I led the delivery of the scheme, ensuring adherence to tight timescales and budget and provided senior support to the project team to ensure a pro-active engagement with all stakeholders aimed at identifying holistic solutions and building consensus around them.

Keadby Terminal Assisted Outfall (Client: Environment Agency; £50m; 2015-18) – Project Director.

I was the PD for the delivery of the appraisal and preparation of subsequent business case for the refurbishment of a 32 cumecs pumping stations in the Isle of Axolm owned by the Environment Agency. The scheme comprised the assessment of the flood mechanics in the area, the calculation of the damages deriving from flood events, the carbon footprint generated by the pumping station in its current status and for each of the shortlisted options, the Whole Life Cost of the scheme etc. Of particular relevance was the assessment of the Partnership Funding score which would determine the public contribution to the scheme and the environmental impacts and obligations deriving from the implementation of the scheme, such as fish and eel regulations, and their resulting impact on cost and on the viability of the schemes. Finally Marco was responsible for leading the preparation of the Business Case, using the Treasury 5 Case Business Model, which was successfully approved by the Environment Agency’s Large Project Review Group (LPRG) in December 2018.

Rushey Weir replacement (Client: Environment Agency; £5m; 2011-13) – Project Manager.

I was the PM for the delivery of the appraisal, preparation of subsequent business case and detailed design for the refurbishment of an ancient weir over the River Thames in Oxfordshire. The structure was a Grade 2 Listed Building therefore requiring Listed Building Consent. Additionally an innovative fish and eel pass was designed and installed to ensure adherence the fish and eel regulations and was commended by the Fish Panel for its innovative approach. I led the delivery of a multi-disciplinary team and successfully managed to deliver the scheme, meeting all of its objectives and completing it ahead of programme and within budget.

Molesey Weir Replacement (Client: Environment Agency; £6m; 2012-14) – Project Manager

I was the PM for the delivery of the appraisal, preparation of subsequent business case and detailed design for the refurbishment of a weir over the River Thames near Hampton Court. The structure was situated in the middle of the river and that in itself posed significant issues in terms of the temporary arrangement to ensure a construction phase which would be safe and would not increase the risk of flooding as a result of a reduction in the flowing area. Additionally a fish and eel pass would need to be designed within the footprint of the existing weir to ensure adherence the fish and eel regulations. I led the delivery of a multi-disciplinary team and successfully managed to deliver a scheme on the ground which met all of its objectives and was completed ahead of programme and within budget. The fish and eel passes were also praised by the Fish Panel for its innovative approach.
