Malcolm is an experienced Senior Project Manager and Chartered Water & Environment Manager of civil engineering construction, design and appraisal projects with budgets from £300k to £30m. He leads multidisciplinary teams on complex foul and potable water, flood risk and ecological restoration schemes. He is a registered PRINCE-2 Practitioner with a detailed knowledge of NEC4 contracts acting as Project Manager for ECC and both Employer and Consultant for PSC contracts. He has experience of consultancy and client-side project management working for Mott MacDonald, Capita, Southern Water, the Environment Agency and, with Paige Utilities Solutions, on behalf of Network Rail, Balfour Beatty and Vinci construction.

Middle Level Bank Raising Scheme - Blue Compass on behalf of the Middle Level Commissioners. Project Manager for a 4 year, £20m programme of works to raise over 200km riverbanks of man-made watercourses in East Anglian fenland.

Herts and North London FCRM Recovery Programme - Blue Compass on behalf of Environment Agency Project Manager for the design and construction of 5no. sites on the River Colne.

A47 Blofield, Tuddenham and Wansford Dualling and Thickthorn Junction Upgrade Projects -Paige Solutions on behalf of National Highways Utilities consultant managing the diversion of clean and foul water assets to enable the construction of major highways schemes

Heathrow Airport ExpansionArup on behalf of Heathrow Airport Ltd,Project Manager for the Water Task Order (River Diversions, Flood Risk Management, Surface Water and Pollution Control) for the proposed third runway expansion scheme

Werrington Grade Separation – Paige Solutions on behalf of Network Rail Managing several km large diameter potable and wastewater diversions to enable construction of a £200M Major Rail Upgrade on the East Coast Mainline, Werrington, Peterborough. Main liaison with Anglian Water Services for this complex and fast-moving scheme.

Godalming Flood Alleviation Scheme – Capita on behalf of Environment Agency Managing the detailed design, Full Business Case and construction design support for a £3M flood wall and surface water pumping station in Godalming, Surrey.

M20 Foul Sewer Diversion – Paige Solutions on behalf of Vinci Construction Managing the diversion of a foul pumping station and rising main to enable the construction of Junction 10a of the M20, Ashford, Kent.

AMP6 Developer Services programme - Southern Water Services Managing a £25M portfolio of design and construction projects for Developer Services. S98 Sewer Requisitions and S185 Sewer Diversions including:

Botley Park Trunk Sewer - Construction of Wastewater Pumping Station and 5.5km rising main for Southern Water, which included three Horizontal Directional Drills under sensitive environmental features and an Auger Bore section under a railway line.

Senior Project Manager – Mott MacDonald (2014-2016)

 

Senior Project Manager for feasibility, strategic appraisal, scheme appraisal and detailed design of water and flood risk management schemes across the South East. Example projects include:

Botley Park Trunk Sewer (Southern Water)- Detailed design of Southern Water’s largest developer services project, a 5.5km trunk sewer and pumping station.

Medway Estuary and Swale Strategy (Environment Agency) – Project Manager for one of the largest Flood Protection Schemes in the country

Slough Flood Alleviation Scheme (Environment Agency) – Options appraisal to tackle flood risk management issues in the town of Slough, Berkshire.

Chichester Infiltration Study (Southern Water) - Developing innovative solutions to tackle the problem of groundwater infiltration in the foul water system in Chichester, which has led to spills into protected waters. Malcolm managed of the latter stages of this project which received high praise from the Southern Water clients.

Project Manager – Environment Agency (2008-2014)

Client-side project manager for the construction, design and appraisal of flood, coastal defence and environmental enhancement schemes across Greater London, Sussex, Kent and Hampshire. Projects include:

Broomhill Sands Coastal Defence Scheme – construction and detailed design of £30M rock and shingle coastal defence near Dungeness, East Sussex.

Tanners Brook Flood Alleviation Scheme – detailed design and construction of £2.5M flood storage reservoir and restored natural channel in Southampton, Hampshire

Teville Stream River Restoration - appraisal and detailed design of new natural channel bypassing an ageing culvert through contaminated land in West Sussex
