John is a capable and influential leader who has lead multi-disciplinary technical teams in project work for over 25 years. John’s area of specialism is in the Lead Engineer role of water engineering projects, coordinating multiple disciplines to meet project objectives, and in particular to satisfy Environment Agency standards and processes. John particularly relishes the design and construction project stages, reflected in his experience of many construction contract forms (NEC/ECC, JCT, ICE, FIDIC), and experience as Supervisor and ECC PM, and complements this with extensive experience in the feasibility and option appraisal process where the opportunities to influence the design concept are greatest.

In recent years John has taken on more roles as technical supervisor of design works ensuring he benefits many more projects with his experience and vision

River Wey and Cranleigh Waters Fish Passage Improvements, Environment Agency

Design and feasibility support to the Environment Agency EcoSF team to provide improvements to fish and eel passage at four sites on the River Wey and Cranleigh Waters in Surrey. John provided the technical lead role in the multidiscipline team, coordinating input from all disciplines including landscape architecture, ecology, civil engineering, hydraulic modelling, fisheries and geomorphology. The initial feasibility stage has lead on to detailed design of two fish passes bypassing weirs on the River Wey.

Brent Cross Cricklewood Redevelopment, London

High profile redevelopment project. John joined the team in Autumn 2013 and lead the design of the river diversion through to detailed design, in 2018, necessary to enable the expansion of the Brent Cross shopping centre in north London. The diversion is approximately 1000m long and encompasses river restoration techniques, heavy civil engineering design, hydraulics and flood risk, Water Framework Directive compliance, liaison with other discipline leads and consultants and a high degree of team working. 

River Soar Conveyance Improvement Works, Leicester

John lead the technical team in close cooperation with the Environment Agency design team, who provided outline design drawings and site survey. AECOM provided Environmental Assessment, option appraisal and development, hydraulic modelling and economic justification in accordance with FCERM-AG, and authored the PAR. The project was advanced  ahead of the River Soar Strategy under a Framework for Action process designed to allow works of immediate importance to be carried out without waiting for Strategy approval.

The project was taken from tender award through to submission of the business case Project Appraisal Report in less than six months. The PAR was successful in securing over £8M of funding to carry out river corridor improvements to reduce the flood risk to over 5000 properties in Leicester. Following on from this success John supported the Strategy and further OBCs for subsequent projects. In particular John lead the technical outline design of the proposed flood storage area on the River Soar, designed to protect the city centre from flooding.

Stone Wharf, Charlton, London

Stone Wharf was classified as urgent works by the Environment Agency as the poor condition of the timber frontage was threatening the Thames Path. With John leading the works, the project was on a fast track from condition survey, through business case approval and to completion of detailed design in 4 months enabling the Environment Agency to buy piles within the financial year as targeted. The works went to site in October 2012, after a short pause for the Olympics, and were successfully completed to time and budget in April 2013. With very difficult access, residential property within two metres of the frontage and buried services immediately behind the frontage, the significant risk budget was successfully managed alongside the site works, eventually enabling the return of over £300k to the Agency business without major incident. Stone Wharf was shortlisted for Project of the Year in the Constructing Excellence Awards, South East in 2013.

Thames Tidal Frontages Package 1, London

High profile package project. The approach to the technical aspect of this project has eventually allowed the Environment Agency to release many millions of pounds back to the business. The additional effort and investment in the early stage site investigation and detailed option appraisal and cost effectiveness analysis paid dividends in demonstrating that in many cases refurbishments were more cost effective than replacement options. John lead and managed the technical process over an 18 month period up to completion of outline design and co-authoring of the PAR business case.

Deptford Creek Frontages, London

High profile Environment Agency package project on the Thames tidal defences. 9No. frontages rebuilt or refurbished in Deptford Creek, SW London, run as a single project.  Feasibility study and outline design of remedial solutions, mini-competition tendering, Project Appraisal Report. Liaison with third parties including MMO and PLA.

Ashlone Wharf Tidal Outfall, Barnes, London

John successfully lead a multi-disciplinary design project from feasibility to construction on a very tight timescale delivering significant value savings. Working in a close team with the framework Contractor and their subcontractor, inclusion of an innovative fish and eel pass in the existing structure, in accordance with WFD, was the project’s greatest challenge. The success of this key part of the works unlocked cost savings of £200k in works avoided, reduced the health, safety and welfare risk of the project by avoiding dozens of lorry journeys, and allowed sympathetic landscaping of the flooded area upstream of the sluice with wetland plants and habitat.  Following a successful construction phase, the project was delivered within the original business case budget.
