David is a qualified Project and Programme Manager with over 18 years’ experience working within the Water and Environment sector. He is experienced in the delivery of both large standalone infrastructure projects and programmes of work to maintain and construct new assets and deliver environmental improvements.

David boasts a strong track record of successfully delivering large Capital funded projects and programmes of work for both the Environment Agency and within the water industry to time, cost and quality, helping these organisations achieve their ambitious objectives. David has gained extensive knowledge of managing NEC4 contracts and working on and developing delivery frameworks.

July 2017- 2022 Programme Delivery Manager, Affinity Water, Hatfield

Responsibilities included: ensuring delivery of a large part of Affinity Water’s business plan (approx. £92m) for the current water industry asset planning cycle. Four programmes were under my remit including, River Restoration, Biodiversity, Sustainability Reductions and Catchment Management.  These four programmes have a strong environmental focus and have a number of regulatory drivers and key dates for delivery associated with them, as directed by OFWAT and the Environment Agency.  These programmes all contain a number of projects, being run by a host of project teams so adaptive and inspiring leadership is required to ensure effective and efficient delivery within often challenging programmes and tight timescales. 

I worked closely with the Programme Management Office (PMO) and project teams to implement improvements to business reporting processes to do things quicker for less and was involved with looking at improving Communications across the programmes to showcase the work delivered both internally and to our stakeholders. I was responsible for the line management of a team of eight people performing an assortment of roles and mentor individuals from across the wider business. During my time with Affinity Water I have contributed towards the business achieving and even surpassing regulatory performance commitments resulting in outperformance payments.

2016 - 2017 NCPMS Project Manager 1, Environment Agency, Kingfisher House, Peterborough

Responsibilities included; Project Executive for the Asset Refurbishment Programme of Works.  This role entailed ensuring the Client Sponsor and wider Programme Board are informed and satisfied with how the Programme is performing.  Working closely and building relationships with Senior Suppliers and supporting Project Managers across Northamptonshire, Lincolnshire, Cambridgeshire, Bedfordshire, Essex, Norfolk and Suffolk to ensure we deliver approx. £38million of asset repairs to ensure the organisation met key objectives.  Whilst at the same time ensuring everything was safe, the environment protected and the reputation of the organisation enhanced. I was also member of the Project and Programme management ways of working group which looked to drive improvement and efficiencies delivery of projects and programmes of work nationally across the Environment Agency.

In addition to the project and programme management work performed the role of Line Manager for a number of colleagues within the national capital programme management service. Ensuring individuals under my leadership, feel valued, energised, inspired to develop and confident within their roles.

2011– 2016 NCPMS Project Manager 2, Environment Agency, Kingfisher House, Peterborough

Responsibilities included; Project management of the Anglian Recondition Programme for Lincs and Northants (2011- 2014), the Boston Haven works (2013-2014) and the Asset Refurbishment Programme of works (ARPoW) (2014- 2016).  In addition I have acted as the ncpms East rep. for the CAMC3 (Creating Asset Management Capacity) project which is seeking to improve our current Programme and project management tools and capabilities across the organisation.

2009 – 11 Asset System Management, Team member 1, Environment Agency, Apollo Court, Hatfield

Responsibilities included; Project Manager for Chesham culvert initial assessment which entailed managing consultants investigating the level of damage to the culvert and modelling the flood scenarios. Project Management of the River Beane environmental enhancements, creating a backwater for fish refuge within the constraints of a limited budget.  Project Manager for the Cross Roads Flood Storage Reservoir discontinuance works, River Rom, Essex.  Senior User for £3.5million Newmans Sluice refurbishment, River Lee, Enfield, London.  Area lead for Implementation of System Asset Management Plans (SAMPS) a change programme to ensure the business had an effective way of managing budgets across flood risk systems.
